The figure in this character design sketch is meant to be a modern version of the Monkey King from the Chinese epic Journey to the West, which I read in translation a few years ago.

It doesn't seem out of place to me for him to be wearing a pair of blue jeans, though I wonder if he cut a hole for his tale or if it just audaciously tore through the fabric.
