One of my earliest serious photoshop experiments. The light is an expanded flash from the camera that took the photo. I was going for a faded super-eight look and added a bunch of digital grain which I then heavily blurred.

To approximate scratches on the film I added some scribbled white lines on their own layer, and then lowered the opacity.
